If you wanted to offer the additional security of an SSL certificate to your members you could but it would not be a good idea for use with the surfbar.

You cannot surf a combination of secure and non secure sites without most browsers displaying warnings and certificate information which interrupt surfing.

There maybe other reasons and areas of your site that could benefit from an SSL but I think trying to offer secure surfing would cause more frustration than satisfying any additional security.
