Both of the following errors occur when your script cannot communicate with the database:

Could not connect to the database

Cannot Connect to Mysql Server | Third Attempt

They both mean exactly what they say. The difference is the second error occurs after the script attempts to connect a couple more times which it will only do if it's possible your database is under pressure and having problems (doesn't mean to say it is, just that the script recognises that may have been the cause).

These errors can occur for these reasons:-

1. You have not entered the host, database name, username, or password correctly in /mysql_config.php
2. You have changed your password and not updated /mysql_config.php
3. Your database server is not operational
4. You have moved your site and forgotton to bring the database with you
5. A firewall between the script and the database server is blocking access

There are other reasons but it's impossible to guess. In these cases you must go to your host and ask for assistance. Remember to provide as much information as possible. You cannot imagine how many people say their website "doesn't work" and forget to give domain name, control panel and FTP details, or even give an accurate description of the problem. Error messages (if any), what page it occurs on; and if it's on all pages that's fine, let the people offering the help know! That will help them provide you a speedy recovery.
